Bombay High Court Orders University to Issue Mark-Sheet for B.Sc. (IT) Student After Unjustified Delay.

In a recent ruling in the matter of Poonam Rampal Verma v/s Mumbai University Through its Registrar, Fort Mumbai & Another, the Bombay High Court granted relief to a petitioner who sought the issuance of her mark-sheet for the VI Semester of her B.Sc. (IT) course and a declaration of her successful completion of the course for the academic year 2022-2023.


 

 

The petitioner had completed a Diploma in Electrical Engineering (two-year course) and applied for direct admission to the second year of the B.Sc. (IT) program in September 2021 at an affiliated college. Although the university did not object to her admission, it declared her results with an "RPV" remark after she completed the course, citing a university ordinance requiring a three-year diploma for eligibility. The petitioner argued that the university should have raised any objections at the time of admission, not after the completion of the course.

The court noted that the petitioner had uploaded all required documents, including her diploma mark-sheet, on the university’s portal, and the university had not objected to her admission. Furthermore, the circular issued by the university after her application did not apply to her case. Based on previous similar rulings, the court ruled in favor of the petitioner, directing the university to issue her mark-sheet and declare her as having successfully completed the course.
