The Directorate General of Foreign Trade (DGFT) has amended Para 10.06(III) of the Handbook of Procedures (HBP) 2023 to streamline the authorization process for Special Chemicals, Organisms, Materials, Equipment and Technology (SCOMET) cases. Previously, only the Chairman of the Inter Ministerial Working Group (IMWG) could authorize deferred cases. 

Now, cases with no divergence in views among concerned agencies can be authorized by either the Chairman or a designated officer. This amendment aims to expedite the approval process without compromising transparency and accountability.
