New Procedures for Export Benefits via Courier Mode.

Due to limitations in the Express Cargo Clearance System (ECCS), certain export-related payments like Duty Drawback, RoDTEP, and RoSCTL cannot be processed. To address this, the Indian Customs EDI System (ICES) will be used at International Courier Terminals (ICTs) for these transactions, as it supports the necessary functionalities such as scroll generation and PFMS integration.
Authorized couriers will file Shipping Bills through ICEGATE for these payments, while ICT custodians will manage goods registration and examination. Amendments to the Courier Imports and Exports (Electronic Declaration and Processing) Regulations, 2010 have been made to include these benefits and detail the new process. Public Notices will be issued to guide stakeholders, and any implementation issues should be reported to the Board.
