The draft notification proposes exemptions under Section 25 of the Water Act, 1974, allowing certain industries categorized as 'White' by CPCB to bypass the requirement for prior Consent to Establish (CTE) and Consent to Operate (CTO). Instead, these industries would submit a self-declaration of compliance to SPCBs/PCCs. Projects needing Environmental Clearance (EC) would have CTE conditions integrated into their EC requirements. The aim is to simplify regulatory procedures, reduce duplication, and enhance ease of doing business, while ensuring environmental standards are upheld.
