Ramleela Committee Seeks Permission to Organize Event in Delhi Amid Legal Proceedings.

In a recent development, the Shree Hanumant Dharmik Ramleela Committee (Regd.) has filed an application under Section 151 of the Code of Civil Procedure (CPC) seeking to be impleaded in a ongoing writ petition concerning the use of Plot No. 8A in CBD Shahdara, Delhi. The committee aims to obtain permission to organize a Ramleela event at this location, which has previously hosted similar festivities in 2022.

The applicant's counsel highlighted that the Delhi Development Authority (DDA) had denied their request for permission to hold the event this year. The DDA cited its decision made on August 8, 2024, which designated Plot No. 8A for construction of residential staff quarters for judicial officers, as well as an order from November 29, 2023, that restricts the plot's usage for any other purposes.

 

 

In light of this, the committee's counsel requested a temporary allowance for organizing the Ramleela for a duration of ten days, assuring that this would not interfere with the DDA’s long-term plans for the plot.

Representatives from the DDA stated that they have a Standard Operating Procedure (SOP) in place for allocating land for cultural events like Ramleela. They clarified that no decision had been made regarding the allotment of Plot No. 8A to the applicant, noting that there are multiple claimants interested in utilizing the space for similar events.

In response to these considerations, the court has directed the DDA to address the applicant’s request, submitted on July 21, 2024, in accordance with legal procedures within one week. Should the DDA decide to grant permission, it must specify in the allotment letter that the permission is granted for a defined purpose and time frame, ensuring it does not hinder the intended development of judicial staff quarters. This case underscores the ongoing balance between cultural events and urban development, as various stakeholders seek to assert their interests in public spaces.
