The Supreme Court expressed strong disapproval of the Registry's handling of a case where a proposed respondent's counter affidavit was accepted and made part of the record before their impleadment application was even considered. The Court emphasized that documents from non-parties should not be accepted. The Registry's justification, citing "practice," was deemed unacceptable.
The Court highlighted a recurring issue of the Registry accepting documents from parties not yet involved in proceedings, often in improper formats. Despite previous judicial orders addressing these procedural lapses and non-compliance with Supreme Court Rules, the Court observed a lack of follow-up action. Therefore, the Registrar (Judicial) was directed to submit a report detailing the actions taken in response to past judicial orders concerning Registry procedures. The matter is scheduled for further hearing, and the interim order remains in effect.
